The runs a plate appearance added or cost: the change in run expectancy for the base-out state, plus any runs that scored.

RE24 = RE(state after) - RE(state before) + runs scored

Every plate appearance starts in one of 24 base-out states (0, 1 or 2 outs times eight combinations of runners) and ends in another. Each state has a run expectancy: the runs a team scores, on average, from there to the end of the inning. RE24 is how much a plate appearance moved that number, counting the runs that came home on the play.

A bases-loaded strikeout with one out costs more than a bases-empty one; a two-out single that scores a runner adds more than a leadoff single. Summed over a season, RE24 credits hitters for context the way batting average cannot. We rebuild the run expectancy table from each season's own plate appearances.

The common mistake

RE24 rewards the situations a hitter happened to bat in. A hitter behind good on-base men gets more chances to add runs. Compare it with OPS, which does not see the runners.
